The English Journal is one of the major publications of the National
Council of Teachers of English.  You can get a single copy for $6 (that
may be the member price, but the non-member price wouldn't be a lot
higher).  I am having my university bookstore order this issue as a
required text in my Grammar and Teaching Grammar course.
