If your friend is wanting to write American English, the best source for
punctuation information might be The Chicago Manual of Style -- it does
not have too much to say about grammar, but on punctuation, it's
comprehensive. American and British punctuation rules differ, though, so
if he's wanting to write for a British audience, he'd need a different
reference.
