Michael,
I'm inclined to agree with Christine and call "for me" adverbial. I
don't see "difficult" fitting very well into the class of adjectives
that normally pattern with complements, such as afraid, able, fond,
certain, etc. Those adjectives tend to be mainly predicative--that
is, those that fit the subject complement position, as opposed to the
attributives, those that precede nouns in the noun phrase.
"Difficult" is equally at home in prenoun position, as most
adjectives are.
One of the clearest adverbial tests is movability, and here I think
we can say "For me this is difficult" without changing the meaning.
