I know this might be a lot like "preaching to the choir" but I wonder why
these sorts of courses are not required for all language arts
certifications.  I should think that an understanding of these issues would
only help instructors.

The difference between ESL teacher training and language arts teacher
training has been touched on here before, but our ESL licensure program
contrasts strongly with our language arts licensure program in this way.
The ESL licensure is an add-on, a 24-hour program rather like a minor.  It
requires an introduction to linguistics, a linguistically oriented English
structure course, and language and society course, and language and gender
coures, together with all of the methods and other pedagogical courses.  For
our language arts majors, the language and society course is the only
linguistic requirement.  The English grammar course is an elective.
