Different states have different standards.  Some state standards are
marvelously flawed attempts to micromanage what teachers do in the
classroom.  Other state standards are more like the national language arts
standards that are broader in scope and allow teachers a great deal of
flexibility in how to address those standards.  However, in the vast
majority of elementary classrooms across the country you will find a fairly
traditional approach to grammar instruction.  Traditional grammar is taught
in far more classrooms than you would ever believe.  BUT, that doesn't mean
that grammar is learned.  It only means that it is taught.
