I recommend this person go on the web. A substantial amount of research
and development has gone on. The IPA recently convened to decide on
necessary changes in the international phonetic alphabet. there has also
been a LOT of work on phonetics fonts for computers.
 
There is also a very nice book that has a page for each IPA symbol. Sadly,
I don't remember anything else about this book.
