I admit I have not kept careful track of all the posts in this thread, and 
I'm guessing that my current contribution will probably be off-topic.  
However, regarding the specific title of the thread - namely, grammar 
certification - it seems that discussing the possibility of establishing a 
certification in grammar is dependent on having courses in grammar, and the 
schools in the Chicago area have nothing even approaching grammar courses.  
For example, certifications in areas such as journalism, drama, radio-tv, 
etc. all have courses connected with them.  In other words, the 
certification cart must follow the curriculum horse.
