I've just received my copy of the first issue of the new journal
"English Language and Linguistics" (Cambridge UP). To quote from the
editor's note:

ELL, published twice a year, is a new international journal which
focuses on the description of the English language within the
framework of contemporary linguistics. The journal is concerned
equally with the synchronic and the diachronic aspects of English
    language studies.

More info is available at their website
(http://www.cup.cam.ac.uk/Journals/JNLSCAT/ell/ell.html).

ELL is edited by Bas Aarts, David Denison, and Richard Hogg. I like
it especially as I'm interested in historical English linguistics,
but the journal is not restricted to that subject.
