Not to beat a dead (or dying) horse here, but can't you "effect" a lot more 
than a cure - in fact, just about anything that implies something new or 
different - i.e., to effect the construction of a (new) building, 
implementation of a (new) policy, development of a (new) curriculum, 
creation of a (new) grading system, etc.?  Or beyond that, how about to 
"effect" an accomplishment - i.e., "to effect the distribution, collection, 
retention, obfusacation, deletion, etc. of (FILL IN THE BLANK)."  Let's not 
bury "effect" whlie it still can be praised!
