I am the Bill McCleary that Michael Kishner mentioned. A more expanded
version of what I said was that we try to implement innovations without
testing the innovations to see if they work, without developing methods
that we can give to teachers to help them make the innovations work, and
without training the teachers who are supposed to use the innovations in
their classes. This happened with whole language, and a host of other
ideas. No wonder they didn't work.
 
I do have a copy of DeBeargrande's book around somewhere. If I can find it,
I'll send it to you (assuming you haven't received one from another source
in the meantime).
