Both Noguchi in his 'Grammar and the teaching of writing' and Dykstra in
her 'Say it, don't write it' (Jnl of Basic Writing vol 13 1994) deal with
sentence boundary issues. They provide both background (why such problems
arise) and teaching strategies.
