Following Donald Emery in *Sentence Analysis* (1963, I think) I would call
this an instance of an infinitive that functions as part of the verb
phrase.  Other examples he gives are "ought to. . . ," "have to. . . " and
"is to. . . " (Jenkins is to retire soon).
