I know an Egyptian comedy filmed in the 70s, a story of an African king
visiting Egypt. Unlike the Egyptians, the King's ministers speak
impeccable Arabic and so are, as Shaw said, obviously foreigners. 

The phenomenon of hyper-correct foreigners appears to be widely
observed.
