Well, yes, Johanna: the basic form of adverbs and adjectives is
essentially the same, but then the adjective isn't really an adjective
until it's in use in a sentence, no?
So you'd have to see the inflections, I'd say, before you'd dub
something an adjective.  The "schwer" in "Der Koffer ist schwer" may be
thought of as a mode of being--in what manner does that suitcase
exist?--thus adverbial.  And the "freundlich" in "Er kommt mir
freundlich vor" may also tell me how or in what manner he appears to me,
thus also adverbial.  So, I'd see the items in all four of your examples
as adverbs, not adjectives--preferring some consistency and parsimony of
explanation, I suppose. <g>
