I thought what Lee meant was, the individuals who covered that song did
so without the permission, or even knowledge of, the band or label.
Which in the United States *would* be illegal but in Europe, where
copywrite laws are all but nonexistent, it wasn't illegal.

If I'm wrong about this, it's 40 lashes with a wet noodle!
