It's in downtown Raleigh--the Convention Center Plaza or
something--outside in the street, pretty much.  You don't buy tickets,
per se, you purchase a button that gives you access to all the
festivities for the day.  They'll be selling the buttons at the thing,
but they'll cost more than if you bought them ahead of time.  Which is
hard to do, since they're only available in the Raleigh area.  I know
all this because we used to have First Night here in Charlotte, until
the redneck Republican city council cut the funding to the arts because
one of the city's theater groups did "Angels in America" a couple years
ago.  Yikes! a play about gay people! jeez, we can't have none o' that
here in the *Queen* City!
