Educators needs to be more accountable than ever in today's climate, thus
the performance objectives need to be clearly identified and demonstrated out-
comes that can be measurable to the employer.  These outcomes and changed
behaviors should be measured and included as part of a proposal or marketing
effort.  Also, if employers are unwilling to send out of state, you may want
to consider distance learning modalities.
