We have a student ID number that we add "9"s to the front of to make the required 9 digits and make note that it is an institution ID on submitted files. If we eventually get an SSN we send in an ID change to HEI.
Thank goodness the ID change is simple and painless.

Hi All,
How are you dealing with students without SSN's for HEI reporting? This
is becoming more of a problem since many universities are no longer
requiring this data as a personal ID. We're losing a few more student
SSNs every quarter, so we want to establish a protocol as soon as possible.
