Once this change has been made the data will no longer be useful. The
reader/Peer Analysis user will never know the degree of accuracy the
data carries. What kind of disclaimer or footnote would be appropriate
for a report using such data? 'Any data element may exclude valid
information - then again may not.' Why bother to report it?

The word "perturbed" literally means "throw into confusion," which their
proposal will surely accomplish.
At the IPEDS technical review panel on the graduation rate survey, we
repeatedly heard that they had to do adjust the data when making it
migrate from the original data to the Peer Analysis data to protect
privacy. Did they plan to keep the original data anywhere? Of course
not, good data practices be damned, because someone somewhere at some
time could get their hands on small-cell data.
Originally they planned to strip the data altogether out of the Peer
Analysis system, much to our objection, so mixing it up is the new
approach. Ugh. I'm going to the IPEDS conference later this month and
plan to pose a direct criticism of their plan.
