I am not sure how relevant or helpful this will be to you but feel free to
contact me if you have any questions.

FERPA (Family Educational Rights and Privacy Act)  requires educational
institutions to have policies or guidelines in place that speak  to the access
and disclosure of student data. These guidelines are typically maintained in
the Registrar's Office at most institutions.
