At the University of Western Ontario, we recently experienced a natural gas
smell that required us to evacuate five buildings for several hours.  We
had people ignore the fire alarms, re-enter the building when the system
self-silenced, ignore specific direction not to re-enter and some
individuals even challenged Campus Police officers.

Do any campuses have any policies or fine systems to use in these
situations for non-residential buildings?  (Our residences do have strict,
well-respected policies).

Any information would be appreciated.
