Sorry, this isn't short because the answer is not that simple :-)

Cornell University serves a campus of around 19,500 students and
10,500 faculty and staff. We have almost 250 fire alarm systems.
Fire safety responsibilities are within the Department of
Environmental Health & Safety. EH&S has 54 full time employees. Our
director reports to the Vice President of Facilities and Campus
Services but that VP was just promoted and it's unclear what the new
reporting structure will be.

The Fire Protection and Emergency Services (FP&ES) Section has 6
personnel working full time in our Emergency Services program. The
Emergency Services program provides 24 hour coverage of the campus
for response to fire alarms, fires, fire alarm troubles (with BASIC
troubleshooting and detector replacement), fire alarm/sprinkler
shutdowns for construction work, activated local smoke detectors,
odor investigations, chemical/radiation/bio spills, safety hazards,
EMS calls and other emergencies. There is always one emergency
response truck in service and weekdays we have a backup emergency
response truck in service. Two other full time staff members from
FP&ES help part of the time with weekday coverage and vacation/sick
time coverage. The Emergency Services staff are also responsible for
conducting all fire drills (3 per year in academic buildings and 4
per year in housing), fire safety education (including annual RA
training, public education sessions & fire extinguisher training) and
monthly sprinkler valve inspections. We are NOT organized as a fire
department or fire brigade. The local fire department responds with
us to all reported fires, fire alarms, explosions, etc. We handle
most chem/rad/bio spills using only EH&S staff.

The FP&ES section has a Fire Protection Systems Testing and
Inspection group of 6 staff members (plus one vacant position) plus
the occasional student employee that is responsible for annual NFPA
testing of all fire alarm systems, sprinkler systems and fire pumps,
new system plan review and acceptance testing of all new fire
protection systems. This group also handles fire extinguisher
inspections, hydrotests, repairs and recharges (we have our own
extinguisher shop) and smoke detector cleaning. Repairs are
conducted by the Cornell electric or pipe shops or outside vendors.
We also have one Fire Protection Technical Support staff member and
he coordinates and does many of the fire alarm shutdowns for
construction, deals with new construction plan review and acceptance
testing, documentation of new systems (i.e. device maps for
responders), fire protection repair requests/tracking and monthly
fire alarm system operational tests. Dry chemical, halon and CO2
systems are tested and maintained by outside contractors.

Part of my position within the FP&ES program includes assisting
departments with evacuation planning and dealing with event
(lectures, concerts, sporting events, etc.) safety including fire
safety issues.

The Occupational Health & Safety section of EH&S has two building
inspectors that are responsible for annual NYS Fire Prevention and
Building Code inspections in the campus buildings that are part of
the private colleges of Cornell. The NYS Office of Fire Prevention
and Control is responsible for code inspections the the campus
buildings that are part of Cornell's state (SUNY) colleges. They
typically come to campus for a couple weeks each year to do those
inspections. The OH&S section also has a Safety Engineer that deals
with some fire safety related issues.

Our Geneva Experiment Station has one full time safety specialist and
his duties include fire safety issues.

From the other responses I've seen, we seem to have many more
resources than others. Feel free to e-mail me if you want more info
about our programs. You're always welcome to stop by and visit us if
you're in the Ithaca area.
