I notice that the modification dates on my newly created or updated files 
are approximately 19 minutes behind the value given at essentially the same 
moment by the 'date' command.  Is this discrepancy necessary for some 
reason, and wouldn't it mess up codes that rely on date stamps?

I note that 'touch' changes the modification time appropriately to match 
that of date.
