I don't know about the SAT, but California's new high school exit  
exam definitely tests grammar/usage issues. Our local paper recently  
gave an example in which the test-taker had to choose the "correct"  
option between "fewer" and "less" ("fewer", whether we might bemoan  
the fact or not, seems to be dying in American English.)
