We now are creating a ssn in our database that begins with a T plus our university id -- and then coding them on HEI as a university id as opposed to a federal ssn -- if an actual ssn is entered into the system later than you need to submit and id change to HEI

Subject: Social Security Numbers for HEI Reporting
Hi All,
How are you dealing with students without SSN's for HEI reporting? This
is becoming more of a problem since many universities are no longer
requiring this data as a personal ID. We're losing a few more student
SSNs every quarter, so we want to establish a protocol as soon as possible.
