Status of proposal

For a project I'm working on, I want to refer to a document from ATEG. It has been saved on my hard drive, but i didn't save any background information on it and I don't remember any. (Senior moment, maybe) Here is the title of it:

Integrating Grammar into the Student-Centered, Multicultural Classroom:
A Proposal from the Assembly for the Teaching of English Grammar

I would appreciate it if someone could remind me about it. Also, what is its present status?
