Comments by several members have made me realise that I need to add some contextual clues to some of the 20 sentences.  Here they are:

a short separation).  FROM MOVIE, CASUALTY OF WAR

9.   Your father couldn't make it.  He went to the border.   SAID BY A MAN TO A GIRL WHO EXPECTS HER FATHER TO BE THERE.   MOVIE, TWIST OF FATE

10.  Within the past hour, all the prisoners gave themselves up.  (A
breaking-news announcement on TV)

11.  In the past few years, Iran captured many soldiers.   BBC NEWS ITEM

12.   The air-traffic control chaos of the last month has led to a 28%
increase. (IN DANGEROUS INCIDENTS)

13.  I played Australia five times in the last few years. SAID BY A STILL ACTIVE ENGLAND CRICKETER IN AN INTERVIEW ABOUT HIS EXPERIENCES.

14.  We built several new prisons already.  A BRITISH GOVERNMENT ANNOUNCEMENT

15.  Hitler changed the rules; the phony war is over.

FROM TV SERIES 'PIECE OF CAKE' AND SAID BY SQUARON LEADER TO HIS MEN ON NEWS THAT NAZI FIGHTERS HAD BEGUN SHOOTING AT PILOTS WHO HAD BAILED OUT OF DAMAGED PLANES..  THE PHONY WAR REFERS TO THE QUIET PERIOD BEFORE THE BATTLE OF BRITAIN BEGAN.

16. Did you have breakfast.  (said in a restaurant at 9 am) FROM THE MOVIE 'A HANDFUL OF DUST'

17.  We beat them twice so far.  SAID MID-SEASON BY A SOCCER MANAGER.
