As opposed to locked in-refs, I suppose.
 
If, when kids go to high school, they become high-school students, the sentence should read ...
 
"ESPN.com reported that the locked-out refs voted 43 to 14 to reject the latest offer, since it is not "out" that modifies "refs", it's "locked-out" that modifies "refs".
 
High school students would be school students who have been smoking pot.
 
... or drinking martinis, perhaps.
