I agree with you completely, Bill. I think the standards would be clearer and better if under "knowledge of language" there was a stronger emphasis on asking students to explain grammatical choices such as verb tense choices. Unfortunately, I think you're right that many school districts and states will likely interpret the standards in the narrowest sense and only focus on whether or not students can "use" particular grammatical features rather than also teaching about the functions of particular grammatical forms.

I suppose that could be a feature, not a bug. But it would be very hard to defend if someone questioned them about it directly.
