I would suggest asking your school librarian about the Dewey or Library 
of Congress classification system to see what librarians do. The APA or 
MLA may also have some guidelines for this type of ordering. MS Excel 
sorts J. Navy first. Perhaps the larger issue here is the arbitrariness 
of classification schemes of all kinds.
