Benjamin Rush listed jail, whipping, and the gallows as punishments
associated with spiritous liquors in his Moral and Physical Thermometer,
which was part of his famous 18th century pamphlet.  And NIAAA's _Alcohol
and Health_ devotes several pages to the association.  I suspect there's
lots in between these two reports as well.
