The American Historical Association's Perspectives (February 1998) is devoted
to the theme of New Technologies and the Practice of History, with several
articles on electronic journals.  As the listserv group sponsored by a society
which also publishes a print journal (Social History of Alcohol Review), ATHG
may want to discuss this question.
