Dear Ms or Sir:
 
I will soon begin work on the manuscript of a book detailing the history of
the Curtiss Model MF biplane flying boat and its post-World War One
civilian derivative, the Curtiss Seagull.
 
I have reason to believe that aircraft of this type were used to smuggle
alcohol in the 1920s. Sadly enough, I have no information on this type of
work and no photographs whatsoever.
 
How should I proceed to find out whether or not material of this type has
been  preserved? Would it be worthwhile to contact the FBI (or the Dept of
Commerce?) to see whether or not it kept files detailing the history of the
various aircraft seized during this period?
 
Any suggestion you can make would be most appreciated.
