We had this same situation at Yale University. Our policy is that no candles
are allowed except for religous purposes. They must be used in a sprinkled
building, removed from the room during non-religous times, supervised by the
room occupant during use and extinguished before the student leaves the room.
Luckily all of our dorms are sprinkled now with system smoke detection in all
of the corridors and single station detectors in the rooms.
