The Diane Rehm Show (10 am - noon)
        1: Election and Voting Reform: The 2000 presidential election
was marked by voting inconsistencies, unclear ballots and possibly
malfunctioning vote-counting machines. Members of Congress are among
those suggesting ways to address these irregularities and make
elections more fair and accurate. A panel talks about the problems of
the 2000 election and how they could be fixed. Guests: Bruce Fein,
Constitutional lawyer and syndicated columnist; Lloyd Cutler, former
White House Counsel; Dr. Yvonne Scruggs-Leftwich, executive director
of the Black Leadership Forum
        2: Edward Humes: Journalist Edward Humes reports on the
stunning medical advances of recent years that are helping doctors to
save the lives of premature and severely ill infants. His new book,
"Baby ER" (Simon & Schuster), presents the work of one of the
country's leading neonatal intensive care units, at Long Beach
Memorial Medical Center in southern California.

Fresh Air (noon - 1 pm)
        ROBERT SMIGEL (SMIY gel), creator of the puppet Triumph, The
Insult Comic-Dog and the Saturday Night Live cartoons "X Presidents"
and "The Ambiguously Gay Duo." Smigel has a new series on Comedy
Central called "T-V Funhouse."

        TECH TUESDAY: THE FREE SOFTWARE MOVEMENT. SURPRISED TO LEARN
THAT SOME COMPUTER PROGRAMMERS THINK MORE ABOUT ETHICS THAN THEY DO
ABOUT WRITING COMPUTER CODE? JOIN A TECH TUESDAY DISCUSSION ABOUT THE
PHILOSOPHY OF THE FREE SOFTWARE MOVEMENT, AND HOW RED-HAT LINUX
(LIN-ucks) HAS MERGED THE CONCEPT OF FREE ACCESS WITH THE ABILITY TO

        1: BUSH AND CONSERVATIVES: George W. Bush ran a presidential
campaign as a "compassionate conservative," a moderate who promised
to unite Republicans and Democrats in the spirit of bi-partisanship.
How president-elect George W. Bush will work with the more
conservative members of the GOP.
        2: BUSH AND LABOR: During presidential campaign most labor
groups pledged their support for Democratic candidate Al Gore. Now
with president-elect George W. Bush heading to the White House, how
will labor groups work with the new administration? Guest: Richard
Trumka, head of the ALF-CIO.

All Things Considered (4 - 7 pm)
        The stresses on hospitals: hospitals across the country are
more and more crowded. And that has put pressure on emergency room
staffs. Ambulances are turned away, patients discharged too early.
