  I referred Colleen Viana to Friedner Wittman, [log in to unmask],
telling her that he might not be much help on Prohibition in LA, but would
provide a good balance to the article she's already written interviewing
only local restaurateurs.  Fried is the city planner/architect/researcher
who has been primarily responsible for showing localities in California how
to use planning and zoning powers to control local alcohol outlets, given
that the alcohol industry essentially disempowered localities by pessing
the legislature to centralize alcohol control in California at Repeal and
after -- they had long memories of the Temperance tactics of working
through Local Option.
