Austin & everyone:  There's a useful essay on the emergence of
neo-prohibition on AWARE's (a wine industry research and advocacy
group) web site.  Some of the narrative will leave some of our members
a little dubious--it covers huge expanses of history pretty in single
bounds--but the essay as a whole has much value, I think, in arraying
and describing many of the institutional players in the current alcohol
problems arena in the U.S.  Its author is someone named Rebecca Murphy
Marton and the essay can be found at:

Austin, there is an interesting bibliography, with at least a couple of
new items not mentioned in my "neo-" bib at ATHG's web site.  You may
