Normally modesty would prevent me from adding my own work, but it is in
paper and someone at a conference last well told me that it taught well
(probably outright flattery). So for what it is worth:

Richard F. Hamm, Shaping the 18th Amendment: Temperance Reform, Legal
Culture, and the Polity, 1880-1920 (Chapel Hill & London: UNC Press, 1995)
0-8078-4493-4. $19.95, I believe now.

Associate Professor of History
        & Public Policy
