In my state of Ohio the smallest unit to decide about the sale of alcoholic
drink by the glass is the precinct.  And the roll of dry and wet precinct
is meaningless.  For instance, in my "city" of Oxford, the only wet
precincts are the commercial districts with restaurants and grocery stores.
 The dry precincts are purely residential.  In other words, living in a dry
precinct does not affect the ability to buy alcoholic drink any more than
living in aprecinct without a video store affects the ability to rent a movie.
