The (London) _Times_, 27 October, 1999, includes a leading article
(editorial), "Time, Gentlemen, Please," which reports and supports the
recommendations of the all-party Parliamentary Beer Group which has
proposed liberalising the access to alcoholic drink.  This follows a small
extension of licensing hours in England and Wales in 1988 and more drastic
changes in Scotland.  The Home Office will issue its own recommendations in
a few months.  It is not expected that there will be any legislation until
after the next general election.
