   Her finding is a surprise to me. Reporting from FBI compilations, Raul
Caetano found that 1981 Black arrest rates for DUI were about 3%
greater than White rates among those over 18.   In the DUI arrest rates
for those under 18, the rates for Blacks were lower, but this (at least in
part) reflects the well-established pattern that Black teenagers start
drinking later than White teenagers.

I just finished a phone conversation with a Ft. Lauderdale (Florida)
reporter named Jane Musgrave who is researching the fewness of
black
DUIs (driving under the influence of alcohol) when compared with the
number of African American licensed drivers.  DUI is almost entirely
a white male offense.  She is interested in hearing from anybody who
has information to shed on this apparent phenomenon.  Her phone

the way, the fewness of black DUIs is especially striking because
African Americans are usually overrepresented in crime statistics.
It is not as if police are reluctant to arrest a drunk driver who is
black.
