Be sure and read David Mulroy's _The War Against Grammar_ it is a very thorough and very engaging presentaiton of the situtation. Also for hundred's of years people have been teaching grammar to children.
I don't think there is some special wisdom that came along and now says that was all delusion. I am a supporter of no child left behind because I think it is doing and will do a wonderful job of weeding out excuse making and excuse makers and leaving behind those who can and want to teach.
