Hi, Tim--

Another method in addition to the excellent ones suggested
by Bill is to encourage upper-division and graduate students
to submit their papers.

You could create a special section titled "Student Contributions"
(or something of that type).

However, these submissions must not be put through the same
professional review process; few of them will pass muster.

If the idea is to encourage students to contribute, then
the rigor of professional review must be replaced by peer
review.  Set up a board of student editors and let them
decide.
