Is this meant to be a definition of the lexical category (part of speech) or the syntactic function? As a function, determiners are distinct from modifiers in an NP. For one thing, a determiner is required if the noun is singular countable while modifiers are optional. As a lexical category, determinatives (for terminological clarity) don't include pronouns or NPs.
