'Could' & intentional 'would' retain some past tense meaning, esp. when negative:
I tried to open the box, but I couldn't.
I know I said 'I will help you', but then I decided I wouldn't.
I asked her to come with me, but she wouldn't. (refused to assume the
intention to come)
