This may be too simple but try checking to see if IE is in the offline mode. I have seen a few cases where that has messed things up.

We haven't determined why yet, but resetting browser settings to default 
sometimes helps. If that doesn't work, uninstalling and reinstalling IE8 
seems to do the trick. Again, we haven't had a chance to investigate why 
this works....
