The problem with using the API (at least in 3.5.x haven't used 4.x yet)
is that changing roles puts the user into the system via a filter and
they are not logged out after being off the network for the specified
amount of time. Also I think it would be helpful for folks who are
registered in CCA with a filter to get the same announcement (so a
redirect after login would not suffice either). I know that the
announcement could be considered intrusive to some users, so we want to
make the impact minimal, but still effective.
