I've messed with the not required rule and the network disclaimer features
to get similar messages across... Never really seemed to go the way we want
it to. I've love to get a rule type that just displays a screen of text in
the agent and then clicking next just goes past it. A true broadcast to be
able to pop up the agent after login would be ideal.
