CAA Hanging as Quarantine

Good evening --

I have a PC that, when you log into CAA, will just hang there saying that
it's logging in.  It will remain in Quarantine for the default hour.

But, if you uninstall the antivirus program (any antivirus program as I've
uninstalled the student's NAV 2005 and now I've installed/uninstalled AVG
Free) it will log into a temporary role.

The Windows firewall is the only thing running, but it's open for the Clean
Access Agent.

I've run AdAware to delete any spyware.  It found none.

Any ideas?
