Oops... Simon, could you check the version of vbscript.dll instead? 
It
needs to be 5.6 or higher.

Simon,

Can you check the version of the msvbvm60.dll?  This is the VB runtime
dll.  

Version 6.0.89.64 is what is bundled with the CCA Agent Installer.  

We have seen these kind of strange errors when either - 1) VB runtime
DLL is not installed correctly or was corrupted due to some reason 2)
An
older version of the runtime gets installed which may be missing some
APIs.

Has anyone ever seen a 4.0x agent fail a AV Definition rule but when
you
view the report, the information being reported should pass? I feel
confident it's a problem with this users PC but I can't put my finger
on
what. I'm having the helpdesk bring the box over so I'll know more
about
it, but from the reports, this box should pass this check.
